Tim生于1949年，从学校毕业后成为一名机械工程师。他曾于自己家族企业从事工业精加工设备的生产工作。
1975年，Tim成立了自己的公司——Russell-Webb有限公司，生产防蹭脏粉末。1988年，公司转而生产水性涂层材料，后来，增加了UV涂层的生产。
1991年，作为Russell-Webb有限公司的常务董事，他加入英国出版、印刷及媒体技术供应商协会的理事会，参与所有的主要活动，两次出任主席。2007年3月，成为执行董事。
2008年，他将Russell-Webb有限公司出售给Flint集团，自己保留了涂层业务，并改组为RW涂层有限公司。

Tim was born in 1949 and after schooling he trained as a Mechanical Engineer. On qualifying he went to work in his family’s company manufacturing Industrial Finishing Equipment.
He started his own company in 1975 (Russell-Webb Limited) making Anti-Set-Off Powders for the print industry. In 1988 Russell-Webb Limited diversified into the manufacture of water based coatings for print and later added UV coatings to the range.
As Managing Director of Russell-Webb he joined Picon’s Council in 1991 and has been involved in all their major activities since then, including being Chairman twice. He became Executive Director in March 2007.
In 2008 he sold Russell-Webb Ltd to The Flint Group retaining the coatings part of the business now called RW Coatings Ltd.
